The governmnent of Azerbaijan has restricted movement for Georgian citizens at the Lagodekhi section of the Georgia-Azerbaijan border.
Azerbaijan authorities said that the official reason for this facts is an activation of the law as per which cars manufactured prior to 2004 are not permitted to enter their country.

However, the citizens, who were not allowed to cross the border are doubting that the real reason was the incident that took place during a football match in Baku on 31/07. A brawl broke out between fans during the football match between Baku’s “Neftchi” and Sachkhere’s “Chikhura”. The fight was provoked by a map of Georgia brought by fans of “Chikhura” to the match, which depicted "Zakatala" and "Kakhi" as part of Georgia’s territory.

The Georgian side does not relate restriction to the conflict during the football match between Baku’s “Neftchi” and Sachkhere’s “Chikhura”. Security Council’s Secretary Irina Imerlishvili told journalists that the restriction is connected to a law implemented in Azerbaijan.
"The Border Department of the Ministry of Internal Affairs telling that the border was closed to only those vehicles tthose do not comply with the law adopted by Azerbaijan. This law was adopted long ago and it was said it would take effect on the first of August," said Irina Imerlishvili.

As parties agreed the date of activation the law will be delayed for two weeks and will come into force by 16/08/2014.
